Recently the European directive on the common system of VAT was amended. It states “Member States should be given the possibility to contribute to a climate-neutral and green economy by means of applying reduced rates on environmentally friendly supplies while, at the same time, preparing the phasing out of the existing preferential treatment of environmentally harmful supplies.” Before this background, UBA developed proposals for a reform of the German VAT system. In this newsletter, we lay out our proposals for ensuring that the German VAT system takes environmental aspects into account going forward, and that citizens get some relief in the face of rising prices.
We also include the action plan for the sustainable digital transformation of the CODES global network, which involves stakeholders from more than 100 countries. Noteworthy, too, are the results of HBM4EU, the European Human Biomonitoring Initiative, coordinated by the German Environment Agency, which were presented at an international final conference in Brussels. According to the findings, people in Europe are sometimes exposed to worryingly high levels of pollutants.

Germany’s VAT system doesn’t account for ecological aspects and only partially takes social aspects into consideration. The government could change this by reforming VAT, and at the same time take some of the pressure off citizens in the face of rising food and mobility costs. The recent amendment of the directive on the common system of VAT creates a new scope to do this. The German Environment Agency has now submitted concrete proposals for a “Climate and Environment Relief Package”.
The package includes a VAT exemption for basic plant-based foods such as fruit, vegetables, cereal products and vegetable oils. According to an initial estimate, this would save households about 4 billion euros per year. In relative terms, lower-income households would benefit the most from this. The package also includes a VAT exemption for public transport as buses and trains which would save citizens about 2 billion euros per year and provide an incentive to use public transport. The German Environment Agency also proposes further tax breaks, for example for climate protection measures such as installing solar panels and optimization of heating systems. On the other hand, meat and other animal-based products, that cause a high environmental burden, should be taxed at the regular VAT rate of 19 percent, instead of their current reduced rate of 7 percent. For social reasons this step should not be taken now, but only in the near future.
German Environment Agency President Dirk Messner: “Environmentally friendly products should be made cheaper, and those that are environmentally harmful should no longer be subsidised by the state through taxes that are too low. Our Climate and Environment Relief Package focuses on the sharp rise in food prices and mobility costs. It will provide immediate relief to household budgets and protect the environment at the same time.”
Over 96 percent of German bathing waters were rated "excellent" or "good" by the EU Commission in the 2021 season. Overall, 98 percent of bathing waters on lakes, rivers and coasts in Germany met the minimum requirements of the EU Bathing Water Directive.

Sustainable consumption: Unlocking more climate-saving potential
More car sharing, better energy advice, fewer meat-based meals and other measures to promote sustainable consumption could save an additional 12 to 20 million tonnes of greenhouse gases per year in Germany by 2030. Urban mining: Using existing goods and building sites as stores of raw materials
Germany’s stock of man-made materials is a treasure trove that can help to cover our raw material needs. This treasure trove should be used more systematically in the future through urban mining, which is the extraction of secondary raw materials from buildings, infrastructure, vehicles and other durable goods. Biocides in animal farming: Minimising the environmental impact
A research project has examined the practical application of biocides for disinfection and insect control. In order to minimise environmental contamination, it is recommended, for example, to strictly comply with temperature and quantity specifications for disinfectants and to integrate them into a holistic hygiene management strategy. read more (in German)
Long-distance transport with a big environmental impact
Greenhouse gas emissions from transport are essentially determined by long-distance transport between metropolitan areas (for passengers) and hubs (for freight). Switching to climate-friendly refrigeration and air conditioning holds tremendous greenhouse gas emissions savings potential, but the switch to natural refrigerants poses a great challenge for many businesses. CO₂ emissions per kilowatt-hour of electricity increase again in 2021
The amount of specific greenhouse gas emissions in the German electricity mix has risen again, after falling in the years leading up to 2020. This is indicated by the most up-to-date calculations from the German Environment Agency. On average, generating one kilowatt-hour of electricity resulted in 420 grams of CO₂ in Germany in 2021. In 2020 this value was 375 g/kWh, and in 2019 it was 411 g/kWh. read more (in German)
Electricity price compensation: 2020 assessment report now online
In 2020 325 German companies received about 833 million euros in subsidies to compensate for the indirect CO₂ costs of EU emissions trading.
