Using Article 6 to raise climate ambition
Options for Germany to engage in cooperative approaches and identifying suitable mitigation activities
The level of ambition of Parties' current Nationally Determined Contributions (NDCs) is insufficient to ensure that climate change remains within the internationally agreed limits. One way to close this ambition gap is through Article 6 of the Paris Agreement. This report analyses how Germany could use Article 6.2 by looking at the supply and demand side of cooperative approaches and concludes that the use of internationally transferred mitigation outcomes (ITMOs) for voluntary purposes has greater potential than the compliance options analyzed. A set of evaluation principles and criteria is developed that could guide the identification of potential partner countries and mitigation activities and tested against the practical applicability.
