Background and Goals
The previously concluded project "Climate resilient urban regeneration" of 2016 explored results of the research programe StadtKlimaExWoSt in terms of urban restructuring. Within the urban development grant programme “urban restructuring”, climate adaptation plays a minor role even though many findings and practices have shown that there is a variety of appropriate measures for spatial planning. Why is that? What is in the way of planning and implementing climate adaptation measures? What are the conditions for a climate-resilient urban development and how can they be achieved? The nationwide research project "climate resilient urban regeneration" addresses these questions in the context of the Urban Redevelopment Program. In particular, it deals with planning, cooperation and communication processes.

Results are orientated upon planning processes in urban regeneration and have been summarized into a web-based guide in order to help municipalities. Spatially, the focus lies on urban regeneration areas with historic and / or densely populated neighborhoods.

Step 1: Understand and describe climate change

The research project supports the urban restructuring programme is a junction of two projects, Urban restructuring in the new federal states and Urban restructuring in the old federal states.
Urban regeneration evolved as a successful learning programme and has served as a basis for future sustainable urban development. Climate change and its adaptation to its consequences such as heavy rain, flooding and heat stress are challenges that affect cities and municipalities in various areas differently.
Step 3: Develop and compare measures
It was explored how climate adaptation can be integrated at an early stage into an adequate aim- and measure system such as into a consequent project management of urban restructuring.
Focus of the project lies on planning-, cooperation- and communication processes. The quality of municipal planning processes and the good cooperation of various offices are important factors in order to successfully implement climate adaptation measures.

The project was funded within the programme “Experimental Housing and Urban Development“ (ExWost) of the Federal Ministry for the Environment, Building and Nuclear Safety (BMUB) is supervised by the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) in the Federal Office for Building and Regional Planning (BBR).
