Background and Goals
Dealing with the consequences of climate change presents cities with new challenges. In many cases, due to their complexity and their cross-sectional character, they can only be solved by new action and decision priorities, competences and structures, and secondly only by the integration of different knowledge resources from science and practice.
With this in mind, the project is pursuing the overall goal of strengthening the adaptive capacity of the city of Kassel. To achieve this goal, the project pursues as a central strategy to establish a science-practice tandem as a catalyst for cooperation between the municipality and science. With this approach, the transdisciplinary discourse and concrete cooperation should be promoted and a structural optimization of the adaptive capacity of the city region of Kassel should be achieved.

Step 2b: Identify and assess risks - Vulnerability, risks and chances
Sub-goal 2: Capacity analysis as a basis for the targeted increase of adaptation capacity
Both the concerns as well as existing and possible reaction possibilities as well as above all the adjustment capacities related to the city region Kassel are to be determined and ways for their activation and increase to be developed. The capacity analysis determines the basics for optimizing the adaptation structures as well as for improving the adaptive competence and readiness to adapt.
Step 3: Develop and compare measures
Sub-goal 3: Development of tools and methods for capacity building
The project will develop innovative, cross-sectional and / or subject-specific capacity building structures and tools, i. e.g. to develop and test administrative skills and, moreover, transferable structures and instruments for the systematic integration of climate change aspects in decision-making processes of the administration.
Step 4: Plan and implement measures
Sub-goal 1: Establishment of a science-practice tandem as the institutional core and motor for cooperation to adapt to the consequences of climate change
The aim is to establish a science-practice tandem that further develops and intensifies existing network structures and, in addition, establishes new institutional and cooperative structures. This makes a significant contribution to optimizing the adaptation structures.
Sub-goal 4: Conception and implementation of individual adaptation measures
Individual adaptation measures should be planned as examples and prepared for implementation or started with them. Significantly, the increased adaptive capacity (e.g. structures, competences) has become significant. On the one hand this contributes to an improvement of the adaptive competence and on the other hand to a reduction of the sensitivity.
Step 5: Watch and evaluate adaptation (monitoring and evaluation)
Sub-goal 5: Development of a concept to stabilize the science-practice tandem
Based on an evaluation of the science-practice tandem, a concept for its continuation beyond the project duration should be developed, in order to ensure the optimized working structures for adaptation in the long term.
