Steps in the process of adaptation to climate change
Step 1: Understand and describe climate change
Mostly, IPCC scenarios were used. In some cases, the projections were also based on regional climate models such as PROMES.
- Higher average temperatures
- long term = to 2100 and beyond
Step 2a: Identify and assess risks - climate effects and impact
The climate change impacts on different ecosystems and their subsystems are explored, as are the consequences for different sectors of the economy and the risk of climate-related natural disasters such as floods, forest fires and landslides.
Step 2b: Identify and assess risks - Vulnerability, risks and chances
Vulnerability was analysed to different levels of detail for different areas.
An urgent need for action was identified in all areas. Despite great uncertainties remaining about the details of the climate change impacts, these must not be used as an excuse not to address adaptation and mitigation measures that will help avoid the worst consequences and biggest risks.
Step 3: Develop and compare measures
Recommendations for adaptation measures will be made for all areas for which the climate change impacts are considered.
