UBA President Dirk Messner said, " The new carbon pricing in heating and transport is one of the central measures of the Climate Action Programme 2030. The contract awarded to EEX is an important milestone in the implementation of this instrument. Now CO2 emissions are also getting a price in these sectors. Participants in the nETS are the sellers of fuels, i.e. gas suppliers or companies in the mineral oil industry. Participants must report their emissions for the year 2021 for the first time by 31 July 2022 and surrender allowances for the reporting year 2021 in the Emissions Trading Registry of the German Emissions Trading Authority (DEHSt) by 30 September 2022; these allowances must be purchased on the EEX beforehand. The fixed price for an allowance and thus for a tonne of CO2 starts this year at 25 euros and will gradually rise to 55 euros by 2025. The German government defined the framework conditions for the sale in December 2020 in the Fuel Emissions Trading Ordinance. The sales concept largely relies on existing market infrastructures. " This is an efficient, safe and cost-effective way to proceed and sets standards for the auctioning procedure that will follow in 2026," says Jürgen Landgrebe, Director of the German Emissions Trading Authority at the German Environment Agency.
How to sell on the EEX
Emission allowances from 2021 will be offered for sale on at least two dates per week between October and December 2021. A calendar containing all sales dates for the current year is published by EEX at least six weeks before the start of the sale. During the individual sales dates, a time window of at least six hours is available to the participants for the transmission of the buy orders. A limitation of the purchase quantities per participant at the applicable fixed price for emission allowances of the year 2021 (25 euros) is not provided for in the sales appointments. In the following year, however, the purchase of 2021 allowances is limited to ten percent of the quantity purchased in 2021. Dates of the sales calendar for emission allowances for 2022 as well as dates for the limited subsequent purchase of emission allowances for 2021 will be announced by EEX in good time at the end of the year. A transaction fee of half a cent (EUR 0.0049 or EUR 0.0058 including VAT) is charged for each emission allowance purchased. There will be no fixed fees or charges.
How to get admitted to the EEX
Sellers and other persons entitled to admission pursuant to the German Fuel Emissions Trading Act (BEHG) can submit an application for admission to EEX from September 2021 onwards. EEX will publish the terms and conditions for admission in a timely and transparent manner on its website. In addition to direct participation in the sale, it is also possible in principle to acquire the emission certificates via another admitted participant (broker or "intermediary"). Admission to the sales platform is therefore not mandatory. There are no costs for admission to the EEX for the acquisition of emission certificates of the nETS.
